Legal Framework and Registration
Starting from 2024, new regulations apply to the use of electric scooters in Croatia. One of the main points is the need to register electric scooters that exceed a speed of 25 km/h or have a motor with a power output greater than 0.6 kW. These scooters must be registered with the relevant authority, which includes the assignment of a registration number.
Mandatory Equipment
Electric scooters must be equipped with several safety features:
- Lights: A white front light and a red rear light are mandatory. Side reflectors are also recommended to increase visibility.
- Bell or Horn: To warn other road users.
- Brakes: Functional front and rear brakes are necessary.
- Reflectors: White reflectors in the front and red reflectors at the back.
Safety Requirements
The following requirements have been introduced to enhance rider safety:
- Helmet: Mandatory for all riders under 18 years old. For older riders, a helmet is recommended but not mandatory.
- Reflective Elements: When riding at night or in low visibility conditions, riders must wear reflective vests or bands.
Riding Rules
Electric scooters can be used on both cycle paths and roads, but with certain restrictions:
- Cycle Paths: Riding on cycle paths is preferred and recommended.
- Roads: On roads, riding is allowed only where the speed limit is below 50 km/h.
- Pavements: Riding on pavements is prohibited except in situations where it is explicitly allowed by traffic signs.
Age Restriction
The minimum age for riding an electric scooter in Croatia is 14 years. Adolescents aged 14-16 must also have a special permit, which they obtain after completing a basic safety course.
Insurance
Operators of electric scooters that are subject to registration must have liability insurance. For other scooters, insurance is not mandatory but recommended.
